I might understand what you mean now. Your taskbar is always at the bottom of your screen, and what you're missing is the Quick Launch toolbar that can appear on the right (or left) side of the taskbar. That Quick Launch toolbar got taken away with recent Windows releases in favor of pinning things to the Start Menu and a few other things.

I prefer the Quick Launch toolbar myself for programs that I use often and I want to get to them with one click instead of two. I added it manually early on and had an update remove it a while back, so I had to manually add it again. If that's the problem here are the instructions to add it:
