I'll confess I'm biased, in favor of Prodigy, but here are two more ideas. Angelfire has free space, with pop-ups, and I'm not sure how many or how often. No picture linking, so it's a cheap site, but not that functional. I have a site there because I used it for my chip images. Once they cut the remote image hosting, it has become a cobweb page.

Join Prodigy as your service provider. get good high speed connections and 15 MB of space, No Ads, you can use it for picture hosting or whatever. I don't know what the monthly fee is now, I'd guess $19 to $23 a month, but that includes the dial-up, Prodigy special features and the storage space.
