What's the deal with this chip?

I've never seen a chip like it.
1) Why El Bedo rather than El Rio? (A Steve Bedo personal chip?)
2) It's called a Chipco. Does that mean that the mold, inserts and inlay are printed on?
3) Why have a completely different front and backs?
4) What is the ring around the chip? Maybe the lip of a plastic case.
5) If this is a sample then what is it a sample of? Chico's ability to print an image of another chip?
These are the real chips from the El Rio.
