I think they're much more than a personal home set and were part of an organized operation where gold coinage was the predominant currency in the American West and where payouts were strictly US gold. The two dollars and fifty cent chips could have easilly been made 2.50, but the choice was 2½. Also, the variations or heavy usage is rarely found on personal chip sets... Something never seen before or even mentioned when ivory denominations were described with American chips.
