There is a very slight chance that this is from Finland. I would think somewhere closer to Germany or Austria.
I know back in the day when they did use the Finnish markka the denomination was "FIM" so let's say 10 FIM/Finnish Markka.

There truly aren't many casinos located in Finland today or that have ever been up which is interesting, but makes sense. I don't think Finland has ever been a huge casino country as far as things like that. I know that the lotto is big, you have "slot" machine style electronic games in grocery stores and then they used to have all types of other smaller penny type games when my parents were growing up. They took those out in the 80s or 90s or so if I remember correctly. Who knows some places may still have them.
