My understanding is that error chips are one-off mistakes during a run, such as a severely offset inlay or a missing or mis-colored insert that is not typical of the series of chips. Things that should normally be caught by quality control. Yours, I assume, are errors that were made in the creation of the whole series, such as misspelling the City name on all of the chips in that issue. That, from what I have read over my time as a collector, is not an error chip, but it is notable in some way. It's a distinction that is rarely made clear, and I don't think appears anywhere for new collectors to see, so I am not trying to make you feel bad in any way. So, we need another name for these chips. There has been confusion about chips of these two types for as long as I have seen error chips, but it seems we could devise a separate term to avoid this confusion.
That being said, it is always fun to see errors made like the ones you show.
