My take...

For a chip to be "illegal", in my opinion it needs to be associated with a business that takes a profit from the game.

There are definitely chips that definitely "Illegal", i.e. unlicensed clubs operating in jurisdictions where gaming is illegal. There are also cases that clearly are NOT illegal, like chips used for personal use at home between friends with no house rake.

Then there are a whole bunch of gray-area in between. Fraternals are often iffey. Yes, they are usually illegal if they offer gaming with a house take. But what if they just charge for the seat? Usually this is okay if they only allow members to play. But can they have temporary members?

One thing I have always had a problem with is naming every chip from states where gaming was illegal as "ILLEGALS". Chips that aren't associated with an establishment are not "Illegals". They are either "personals" or "unknowns". There are times you can guess they were used for illegal gambling by the number of chips ordered. Someone ordering 5,000 chips isn't having a casual Saturday night game at his kitchen table. However, unless you can place a name of a place to them, they are "unknowns". So many sales list "10 Illegals" when infact they are 10 unknown chips.

My opinion of your GS chips is that they are personals. I looked the guy up awhile back and found no illegal gambling activity. Also, the quantity ordered is right for a one table setup. Could he have had a little game in the back of someone's bar, maybe, but unless you can find something, I'd tag them as "unknowns".
