Several months ago, the kiosks to cash TOTOs only gave out currency and a receipt to take to the cage for coins. Many people did not notice the receipt, as it was delayed in printing and most people just walked away. Last month, they again started doing this no coins thing, however, initially, you forfeited the coins if you used the kiosks. If you wanted the coins, you needed to go to the cage.

They did this for a week or so, and then went back to printing the receipt to get coins from the cage. Which is what they are doing now.
