In regards to these chips being used in Cuba, I strongly believe that was the case, although it has always been clear to me that these were never originally from Cuba.
In the earlier 2000's we found many of these in Cuba. Cubans were used to seeing them and therefore believed that Cuba was the origin of these.
Because of the interlaced back to back CC, many thought they were from the Colony Club in the "Island of Youth" (part of Lansky's dream of having this island turn into gaming paradise). The club/casino had a similar design in their more plain and simplistic chip, but these "European" chips long preceded the opening of this club, late 1950''s.
The few local Cuban collectors with great knowledge of Cuban Gaming history were quite clear these were not Cuban chips. The old collectors, from Cuba and USA, we all agreed that the fine use of metal and the sophistication of these chips were never achieved in Cuba. We all agreed that these were European and most likely from Spain, as Jo mentioned, because of the strong Cuba-Spain connection, which lasted all the way until Fidel Castro took over. Some of us believed that the design suggested more of a French origin.
The old collectors, from Cuba and USA, we all agreed 100% that these were not originally from Cuba, but we can all testify that a very large number of these arrived in Cuba over time and were used there, although not in any of the official casinos of the island.
