The monogram was once listed as being from Cuba when I first found the MOP "20" denomination... and the cancellation is interesting to the point where there is no affiliation with HCM and the monetary unit ($) yet, the "1" unit is untouched which, could mean that "Hotels Casinos Municipals" is correct and that the chip can still.be used as a 1unit or 1 point without anyone being responsible for payment.
