Things will change between now and then in regards to the capacity and mandates from the governor's office. The next HWM is scheduled for May 1 when the office is scheduled to provide new guidance which may open up higher than 50% (or depending on the next wave lower it again, but I don't see that as an option). I am not sure what the schedule is after that for a further announcement but I suspect after May 1 we will hear what the next milestone is.
