It was for a single zero roulette but not a French Roulette. This type of table is called an 'American Roulette' in Europe because the game is dealt with 'chips' instead of 'jetons' and you had only one dealer. The old French Roulette had 3 dealers and one Table Chef (Inspector) per table.
Holland Casino bought enormous stocks of lay outs because there were over a hundred roulette tables in the different casinos. All used the same equipment and chips apart from the special GO jetons/chips. Because of the heavy use the lay outs were changed very frequently.
When the American Roulette was introduced in Holland Casino Scheveningen around 1980 the red lay out was introduced to make it stand out from the French Roulette tables which were green only in those days.
