Back during the late 1990s here in Las Vegas I met with the black woman who owned the Moulin Rouge and was getting money from the city and state to reopen it under historic circumstances we met at the post office behind the Stardust she didn’t want anyone to know where she lived she had several boxes of chips in her trunk $25 value... $100 dollar value and $5 dollar values she would only sell them to me at face like a dummy I only bought around $1000 worth of chips she would only take cash I still have her phone number somewhere but we talked about the Moulin Rouge and she did mention that they were going to bring it back and they would have a French single zero roulette table ...I asked her if she had any roulette chips and she said yes but they are in storage and she didn’t want to sell them at this time she wanted to make the money selling what she had in denomination chips ...
I think she went through all her money and was probably going broke ...She wanted me to keep quiet about this transaction I think she had family or partners involved and didn’t want to cut them ...
I did get to go into the Moulin Rouge during reconstruction and was able to get lots of placemats table knockers, silverware dishes and other paperwork that was on the floor in the cage I do think it’s viable that they had roulette why not it was a money maker and very popular back in the day
