Thanks for bringing this up, I believe I mentioned this in a video I did about the Moulin Rouge chips a while back about which ones are rarer and such but I was caught off guard by this too. I couldn't find an exact reason as to why they would order chips in the 60s either because they weren't open. Those chips being on a completely different mold than the original chips but featuring similar artwork. So there had to be some sort of reason behind it, as well as they seemingly still had funds to purchase new chips if they were planning on re-opening. All I have to say is the mystery continues.....
