When gamblig was not supported by laws in almost every city there was some place to gamble.
I know in Bagni Di Lucca, where one of the first "legal" casino in Europe was opened, there was at least 3 or 4 places to gamble.
In the Circolo dei Forestieri gambling was practiced after the Mussolini stop. At the entrance there's still an hanging chain leading to a small bell in the upper floor gambling room, when the police was coming the doorman simply pulled the chain and everything was hidden.
IMHO there was not jetons but real money. Jetons appears only after gambling was legal.
