I seriously doubt USPC was trying to make any social or political statement with the swastikas, or could even care. It's simply a very old design. Even the Romans used it. All of these inlaid designs are as neutral as possible so they might appeal to everyone. That swastika design is in an 1908 USPC catalog. That was waaaaay long before the Nazis came goose stepping along. I'd say the flopped swastika was just something that happened before the first cup of coffee.
