As far as I know Nevada Casinos legally can not restrict access to any Gambling areas. However, the intimidation factor and the secluded nature of some Gambling areas keeps people from entering these areas.
I heard there was a law suit against a Vegas casino that would not let someone in to a "High" roller area. The result was that the Casino was fined several $100,000 by the gaming commission. That was several years ago. I don't know if anything has changed recently.
Entry into the special hotel inside the Park may be restricted to guests only and thus no one from the public can get into the hotel and thus they would in essence be restricted from going in to the Gaming area.
That's what I know about restricted Gaming areas in Nevada.
