I do not believe that is how the Global Chip Guide was created. I believe it started when Charles Kaplan decided to make a version of the Chip Guide for Caribbean chips. At the exact same time, Terry Shaffer began to work on the same project. Terry's work was quickly incorporated into Charles' guide. I know this much because I began helping Terry (with images) almost from the beginning and quickly shifted over to helping Charles, with submissions. I believe Charles contacted Greg about using the same design as Greg's guide so as to create a consistent look, which would be easier for users. After Greg died, Charles took over Greg's guide (thanks to Greg's widow). It was then that Charles decided to make it global, perhaps with Carlos' input. Greg never expanded the guide beyond his own chips.
If I'm wrong, I'm sure Charles will correct me.
