Inmates in Nevada prisons would receive the used cards and would go thru and make sure all were in the deck and in correct order,
rebox and return to casino. In many cases these decks would not have the jokers as the jokers were often discarded on the casino floor as
they were not needed.

This was a way for the inmates to make a few pennies and the casinos were able to resell the decks.
