For how long it was enacted or if even true, I do not know... but the information has come from both a family of engravers in Paris and in Dieppe about 20 years ago and can be found in some rather lengthy nacre, eBay descriptions which, might explain a few unanswered questions.
If so, I would love to have been one of the persons who made such decisions in Aix-les-Bains, Vichy and Nice...
