I think they are just following federal guidelines under the Opening Up America Again plan where they (state, county, municipality/city) are required to make adjustments within each phase should there be an increase of cases within any 14-day period. The guidelines and responsibilities of each state are quite clear as to what they are required to do and what they are subject to should their numbers increase (in percentage)... and there was some pretty drastic remarks made by the president at the time where if each state does not do what they are required to do in such instances under the guidelines, the federal government will step in and do it for them... So maybe that's why some states and cities are stepping up with these new and minimal restrictions..?
