It's a lightning rod. Don't stand too close. It's controversial, but let's not pretend it's a recent innovation after a summer of unrest.

The common law fleeing felon rule allows citizens to use deadly force against a fleeing felon even if no immediate danger is posed by the felon.

The U.S. Supreme Court has ruled that the police cannot simply shoot fleeing felons because it would violate Due Process rights. That ruing does not apply to fleeing felons who pose a danger to others.

Different state supreme courts have issued a variety of rulings deciding whether the SCOTUS case abolishes the fleeing felon rule. The decisions focus on how the SCOTUS case involved police officers and therefore involved government action, and the constitution does not generally restrict what private people do (main exception: the slavery amendments). In my state, the answer is that the rule is still in effect.
