A counter than can reflect any number from 1 to 5000, depending on what's flipped up. Number shown is 804 = 500+300+4.

Maybe counts the commissions due on a shoe of baccarat / chemin-de-fer?? But just guessing.

Where is it from? That may explain monetary unit. Old Francs?

Beautiful piece, whatever it is.
