USPC salesman's/sample books came in a variety of chips; die-cut inlays, C&S, embossed, litho inlays and even blanks. I doubt manufacturers would have books of chips from live casinos... Much safer for everyone I would think if chips depicting actual casinos wouldn't be live. Considering all th books and what all displays they had all over the country, I doubt the production of a live order would have been far greater than what the custom needed/ordered... and certainly not made to simply fill up displays all over the country. As I noted; it's an unknown and I would rather have the undrilled with not knowing what they did back then.
