inlays, is a function of missing blue ink (or cyan) in the 4-color printing process.

The insert shade difference looks like these scans are not from the same scanner.

The reverse inlay patterns are a function of the 2 inlays being different images.

As for a different chip maker, I don't think so. Only one company that I know of that does/did RHC's.
