A long time ago I, too, had bought these from a coin dealer who, at the time; told me they were Monaco. Then, about in 1992, I had contact with a French historian who did not know where they were from then, and still not sure, today.

There are collectors who specialize in Vichy, solely, and they are not certain where they were used.

Nobody in the USA even knew the letters CEP. were on the overlay until I mentioned it.

There is other iron-clad proof that their use (in a casino) is unknown.

These have been on exhibit in a casino as being Monaco. They are not.
