Mert Wertheimer started out in the Detroit gambling syndicates and after a stop in Florida ended up in Reno. According to Dwayne Kling's great book he helped set up the gaming regulation for Nevada. Kling has this great quote from Mert in the book "The thing I like about it here is you don't have to pay anyone off". He ran the gaming at the Riverside from 1949 until his death in 1958.
