They call that a celery plate. Apparently, back in Victorian times, celery was a high-end fancy food! Any good hostess had to have a fancy celery vase, and it was filled with stalks of celery that were complete with their leaves...kind of resembled a vase filled with flowers! Eventually a long, usually oval, plate was designed as an alternative to the fancy vase...and the plate often had handles at the ends.
