Years ago, every time someone felt a quake, they would get on the phone and ask for Prof. Richter at Cal-Tech to tell him about it. This unexpected popular reaction to shaking surprised the seismologists. I mean, people don't usually feel a compulsion to call the Weather Service to report a thunderstorm or a breezy day. Eventually, not wishing to be bothered at, say, 3 AM, they established the website for people to review and report what they felt. It does nothing to stop the next quake but seems to satisfy the witnesses. "I felt that quake, and boy, did I give it a negative review! That'll teach it to rattle my dishes!"
