The National (and other state) Task Forces refers to reopening in 3 phases (post-lockdown)
- phase 1 starting to reopen
- phase 2 more openings (salons, haircuts, etc.)
- phase 3 back to the "new" normal.

However, California has 4 phases, with current "lockdown" referred as phase 1, and the final "new normal" phase is phase 4. (Basically, add 1 to the national phase # to get the CA phase #.)

Reminds me of the joke in "Spinal Tap" where they turn up the amplifier volume to "11".
