I have been having the same problem also. I sent an email to ebay and they replied that many people are having this problem sense they started the new sign in form. They said they were working to correct the problem, but obviously have not gotten it fixed. I cannot even reply back to tell sellers that I recieved the chips etc. If anyone has sent me anything (chipsmith) I would reply and submit feedback if I could. I hope they get this fixed soon.
