Pete; The generally accepted definition of "Exonumia" is all those items that are manufactured at a private mint. So to answer your question ... yes, chips and slot tokens do fall in the exonumia category.
In fact, before CC & CGCC was successful several years ago in convincing the American Numismatic Association to create a new Exhibit category for "Gaming" .... most casino chips or casino tokens exhibits would have been placed in the "Exonumia" category.
