Before Cummins got to LaCienega Boulevard, a restaurant/bar next door was called The Gay 90's. He took over the adjoining building and made it into the Roaring 20's after a brief tenure as The Sports Page.

And a restrospective of LaCienega "Restaurant Row" in the crazy 60's - including Paul Cummins - there were still some eateries there when I moved to Los Angeles in 1974 (Lawry's) but those ponies had long been sent to Santa Anita.
My guess is that the chips were either drink chips or used as tips.
