My PayPal was scammed years ago by an on-line gambling operation overseas. PayPal contacted me before I knew anything had happened, and they fixed it right away.
Their first bit of advice: Since PayPal uses our email addresses as user names, it is essential to not use the same passwords that are associated with our email accounts (or any other accounts that use our email as the identifier). Scammers know of the tendency to use the same passwords over again, so if they are able to intercept our email addresses from an internet service or even from logging in to email at the airport, they have both things needed to breach our PayPal account and gain access to our money.
I know there are many types of fraud out there, and your situation may be entirely different. That advice has stuck with me ever since, though.
