The name "Cillax" is most likely a typo and really "Zilliox" (phonetically similar). Also, 401 Bluebonnet is most likely #401 Bluebonnet Hotel. That reinterpretation makes sense for the following:
Jesse Leonard Zilliox was one of the guys who ran gambling at the Blue Bonnet in 1941 (along with John Claude Adams). Zilliox had been involved with Dallas gambling at least 20 years prior to the order. In the 1940’s he also worked in Las Vegas and Reno (died 1949 in Las Vegas).
When arrested on a gambling charge in 1921 it was said his alias was “Axman.” Ax--perhaps a nickname derived from the way the last syllable of his surname was pronounced?
