[The blue with poorly attached decal only in one side was used only on the opening day in the casino.
This was given to the VIPs to use them that day; of course everyone there on first day was a VIP.
That is why the hotel was not going to spend in two decals per chip and was not carefull with the decals as these were to be thrown away subsequently.

The black one was a back up/originally rejected color. I do not believe they were ever used. Practically all the ones found were brand new. This goes along with what the big collectors in Cuba believe based on the info those who worked in the casinos gave them.

This incredibly imponent hotel was Meyer Lansky's dream, his baby, his coronation!! Do you think anybody would be stupid enough to try to pull a fast one on Lansky?? in this hotel/casino which he personally supervised?? ................ NOT!
