Politicians don't think any of their pet projects waste money, so someone would have been screaming if it had come from one of them. The whole area - the Washington Monument, National Mall, Lincoln Memorial - are part of a National Park, administrated by the National Park Service. Since this was a celebration of our nation's birthday and a salute to our military, not a singular National Park, I think the source of funding was appropriate.
