The authors encourage use of The Chip Rack chip numbers in the intro to the book. I doubt that there can be an infringement of copyright for just making reference to catalog numbers from a published book. The most that could be done is to require the use of "TCR" or "The Chip Rack" where the numbers are referred to so the book and the authors get their proper credit.

Otherwise, there could be a problem with any dealer who publishes a list of chips with TCR numbers. Just my opinion, though.
