The only "two numbers" that touch each other both on the wheel and layout in American Roulette are the 0 and 2, and there is enough room on the layout to place a split bet; though it is a good idea be be sure the chips evenly split so the dealer will not think you placed a straight-up wager on either of the two. I usually call it to their attention ("0, 2 split") when placing my bets. I do not know of any other Roulette wheel/layout where any two numbers touch each other on both the wheel and layout.
