It may be he refers to the 'antes' that are assessed as the blinds increase -- that puts pressure on the action and increases pot size.

Example: at current level the blinds are $100/$200 for the small / big blind. Then when the blinds increase to $150/$300, they also add a $25 pre player ante. Then when the blinds go up from there, then the antes can increase too. I'm not a big tourney player, but have seen this. But never just an ante with no blinds.
