This doesn't always work, but sometimes. Padded bubble mailers offer more protection than the corrugated cardboard inserts. So if it is not an expensive chip, I will cut up a used padded mailer to fit inside a standard business envelope, put the chip inside and tape the mailer closed, and then put it inside the envelope. Try to pick a bubble mailer that is not that thick because there is a 1/4" limit on the thickness of a letter to qualify for the standard forever stamp rate. Toss the letter in a mailbox and it usually goes. If you hand it to a clerk, they will want an up charge because of the thickness.
