They are close... See some of the Copacabana chips from Brasil (and other SA countries) which are close to both examples you illustrate; some of which I have not seen in Europe.
The question regarding where most of the South American plastic molded type chip wede made has been asked here before... though not sure if there was a response.
My guess is there were several plastic molding outfits virtually all over the world who made jetons, trade tokens, transportation tokens; and any type plastic disk seen in saloons/bars and such, though, when it comes to the plastic laminates, I would think France (BG) was probably the sole manufacturer back then.
We even know of actual metal die-cut inlays like Flamingo and KC (not overlays) on plastic-type jetons in France and Spain that were not from Burt.
