Don't know that much about Yorktown. In Reston/Herndon/Fairfax (incidentally where Roadrunner is headquartered) the Cox. It looks like (from their web site) that they use many different services including themselves as an ISP. This seems to be the area that Gene is in (LV).

Part of this could be because of the original company before Cox acquired them. They kept what was available.
