When I bought my first set of those chips about 20 + years ago I asked Doug Saito about that. He told me the Cardroom was in Winterhaven, CA. but the owner lived in Yuma, AZ. I think cardrooms were not allowed in AZ at that time. Maybe some Indian ones. It only a few miles from Yuma to Winterhaven. Just across the Colorado River.
