Yes, the Harrah's Tahoe "Sailboat" was one of the first that stated "Collector Series" or similar wording.
Two other early commemoratives were the 2 chipcos shown below, from Harvey's-Tahoe and Caesars Palace.

Eventually, the chips even used the words "Limited Edition" with the number "minted" stated on the chip. Sometimes, they were even individually numbered, such as the ones Steve Cutler coordinated at the Pioneer in downtown LV.
Of course, the Four Queens was a big producer of limited run chips for all occasions, during & after the period Gene Trimble was in charge of the Four Queen's chip program.
