had 12 bids, second highest just 3.00 less than top bid. Winner hasn't paid, I've sent 3 messages no answer. I want to sell to second high bidder, but not sure if I can legally under E-Bay rules? Dose anyone have e-bay's phone number. The buyer had 120 Positives no neg. , but only 3 purchases this year? This item was not chip related. Any suggestions?
