The yellow is spray painted....the chip is orange underneath the paint.
As to age....I believe they are from the mid 1960’s to about 1972+/-
There was 2 orders for the Vacaville FD Chips....
If you look closely at the placement of the FD..they are different. The bottom 2 chips are in my personal collection. (Not for sale/trade)
