If a roulette, as the Guide states, how come only the Navy blue color has turned up, and not the rest of the rainbow?

A fairly plain chip - hot-stamped - only Navy blue seems to exist . . . has all the hallmarks of a Drop Chip or possibly some sort of comp chip or match play item.

I found mine in a prior Convention Mystery Bucket, as I recall (maybe Spinetti) - took 6 months or longer to find out what it was!
