I've looked at the picture pretty carefully and have a hunch it's from Caesars Palace and not the Stardust. I either have one (or used to have one as I haven't seen it for quite a while.) I got mine on eBay. It closely matches a real chip (picture below.) My understanding is that it is a novelty art item. For a while in the 70's -80's you could buy a giant pencil, paper clip, comb etc. as a trendy arty thing.
