Glad I'm not crazy (er than normal!)

My conclusion is that the $1 in the picture doesn't exist in real life. Palms had so many $1 issues (and recent reorders as show in the Nevada Gaming report) that they just didn't bother doing a new $1 to match the rest of the new issue chips. Based on the report (as of end of 2017) it doesn't even look like they got an approval for a new design that they may issue soon...
